Purpose 

These standards provide the SOA principles, service conditions, standards, and application design principles to design, deploy, and maintain Tier One SOA-based enterprise services.

This document contains primarily conceptual and logical level standards to help service providers design Tier One ready SOA-based services and enable SOA governance. Physical level design standards and guidelines are expected to evolve as more Tier One services are deployed and the multi-agency governance teams collaborate.

These standards are not a detailed guide on how to develop SOA-based services; however, technical standards, guidelines, and reference architectures are expected to evolve from the multi-agency SOA Steering Committee and Technical Advisory Group as more services are published with the assistance of the state's Integration Competency Center.
