The IT Project Assessment Tool

The IT Project Assessment Tool is used to assist Washington state agencies and the Office of the Chief Information Officer (OCIO) assess the cost, complexity, and statewide significance of an anticipated information technology project (RCW 43.105.245). 

Launched on May 1, 2017 the IT Project Assessment Tool replaced the long-standing OCIO Risk/Severity Calculator.  IT projects/investments are no longer rated as Level 1, 2 and 3 designating applicable OCIO oversight requirements.  Now, IT projects/investments are scored between 18 and 72 and are designated as either under project oversight or not under project oversight.  Additionally, projects must designate whether or not they might modify a financial or administrative system, and if they will introduce any deviations from OCIO policy, standards or statewide enterprise architecture.  The answer to these two questions may introduce additional questions and possible oversight.

Agencies are required to submit every IT investment/project through this tool.  Submitted project data is retained and will be used for analysis and refinement of oversight policies, practices and the tool itself.

Once the agency submits their project/investment they will receive a copy of their submission and a separate response that expresses the oversight disposition of the project/investment and any required follow-up resulting from the submission.

Note that it is the responsibility of the agency to follow: all OCIO Policies for IT Projects, any procurement policies internal to your agency or from the Department of Enterprise Services, and any other internal agency polices relevant to projects or investments.

Getting Started

An agency can use the Agency Preliminary Assessment tool – Agency Only  version as you begin the internal pre-planning for your IT investment.  This version is for your use and internal agency use ONLY.  When you complete the form you will receive a response including what you entered and a score for the IT investment.  This is not an official submission and the information is not sent to the OCIO.  This is for your pre-planning work ONLY.  When you are ready to submit to the OCIO, you will use the submission version of the form.  Please see below.
